Tender Mid&East Antrim Council - WEBSITE DESIGN, BUILD, HOSTING AND MAINTENANCE

Tender description

In preparing for the creation of the new local authority, Mid and East Antrim District Council, the Council now seek by way of tender to appoint a website design company to develop, build, host and maintain a new innovative, intuitive WEBSITE AND CONTENT MANAGEMENT SYSTEM. On 1st April 2015, a new Mid and East Antrim District Council will assume full powers under the Local Government Reform Programme. The new Council will replace the existing Councils of Ballymena, Carrickfergus and Larne, and will also have new powers and functions, such as Planning, Off-street car parking and a new duty of Community Planning. This Tender is issued on behalf of Mid and East Antrim Council. The current websites (Ballymena, Carrickfergus and Larne) have been in existence for several years. The Council have taken the decision to redesign a single, more customer focused site that will improve access to Council information and services. For Clarification Mid and East Antrim District Council will also be referred to as “M&EA” or “Council” throughout this document. The Council seeks to develop a website that reflects its corporate commitment to deliver excellence in services. To meet the needs of its customers, the website will be customer friendly, interactive, transactional, easy to navigate, accessible to all and will provide 24-7 access to Council Services. The site will have the potential to incorporate the use of several on-line portals, with which tenderers should familiarise themselves. The site must be able to integrate or link with other existing systems in Council, (particularly Tascomi and others) which enables Council customers to contact, interact, raise issues, perform online transactions with a range of Council services, including but not limited to, book and manage Leisure Services, Licensing, Building Control, Planning and other key Council Services.
