T1271 - Finance, Supply, Install and Maintain Solar Photovoltaic Panels

Tender description

The Northern Ireland Housing Executive wishes to enter into a concession arrangement with a private company who will fund, supply, install and maintain for the Contract term, solar photovoltaic (PV) panels initially for up to a maximum of 1,000 NIHE dwellings. The Contractor will devise a business model where it pays for the installation and maintenance of solar PV panels in social housing but recoups its investment from revenues generated from Renewable Obligation Certificates (ROCs) and the electricity export tariff. Any revenue to be sourced by the Contractor under the ROC Scheme may charge from time to time in accordance with the relevant budget set by the Department of Trade and Enterprise (DETI). Tenderers are advised to take their own advice in this regard. The model will be one where the Northern Ireland Housing Executive is not required to pay for anything to do with supply, installation or associated maintenance works to the panels, its accessories and any consequential maintenance to the dwelling. These costs will be borne by the Contractor for the life of the project. The Northern Ireland Housing Executive's tenants will benefit from free electricity during daylight hours with the Contractor obtaining any export tariff for unused electricity.
