The Housing Executive is currently restructuring in preparation for more radical changes to structures as part of the Programme of Reform for Social Housing. A key element of the proposed direction of travel is that the landlord functions and the non-landlord functions of the NIHE will, in future, be delivered by separate organisations. The landlord functions will be restructured in such a way that funding can be drawn from the private sector, but beyond this basic principle no decision has been taken around the number of such landlord organisations nor their structure, scale or type. The organisation has commenced work in restructuring. Different parts of the organisation must meet current responsibilities as well as envisioning and preparing for significant changes. Middle managers and above will be expected to play a key role in organisational change. In addition to day to day managerial responsibilities, they will be expected to contribute towards strategies and shaping the delivery of core services within the new structures, ensuring accountability and value for money. Many managers will be newly appointed, some of whom have been specialists and have had neither training nor experience in management skills before taking up their new posts. They will have responsibility for managing and supporting teams at time of organisational uncertainty and increasing stakeholder demands. The Northern Ireland Housing Executive invites proposals for: • The design and delivery of an assessment programme and feedback on managerial skills and styles for approximately 60 officers. This assessment must act as a platform for personal action planning and commitment to a follow up development programme. There must also be post programme assessment and measures of outcomes at individual and team levels. • 5 programmes of modular training on a range of managerial themes tailored to corporate requirements
