Background Translink is the brand name for the public transport operating companies in Northern Ireland. These include the companies of Ulsterbus, Metro, Northern Ireland Railways Company and NITHC. Please note the PQQ Submission Return Date and Time of 1500 hours on Wednesday 21 December 2011. Scope: Supply and Erection of Stockproof Fencing NI Railways intend to appoint a Contractor under a term service contract to supply, erect and maintain, stockproof fencing across the NI Railways Network for a period of one year. The NI Railways Network covers approximately 300 route miles on the following lines: • Belfast to Derry • Belfast to Border • Belfast to Bangor • Belfast to Larne • Coleraine to Portrush • Antrim to Lisburn The works is expected to be predominantly carried out during daytime working hours with occasional night-time work. Apart form planned installations the contactor must be able to provide emergency maintenance call out across the network. Works are expected to start under this contract in January 2012. Type and Contract Period The maintenance contract is run for a single year with an option of three single year extensions. This is an under threshold value contract. Regulation 8(1) of the Utilities Contracts Regulations provides that the Regulations do not apply to competitions in respect of under threshold contacts. Please refer to section 7.1 for further information. Translink is utilising an electronic tendering system to manage this procurement and communicate with Tenderers. Accordingly, there will be no hard copy documents issued and it is intended that all communications with Translink including the submission of PQQ and Tender responses will be conducted via www.e-sourcingni.bravosolution.co.uk. Unless stated otherwise in these Instructions or in writing from Translink, all communications including queries from Applicants and any PQQ amendments from Translink during the period of this procureme
