Supply of Rubber Crossing Units for Northern Ireland Railways

Translink is the brand name for the public transport operating companies in Northern Ireland. These include the companies of Ulsterbus, Metro, Northern Ireland Railways Company and NITHC. NI Railways intend to appoint a number of Suppliers under a pre-qualified list to supply rubber crossing units for use on Track Access Ramps, User Worked Crossings and Level Crossings accross the railway network. Please note the PQQ Submission return date and time of 1500 hours on Monday 9 January 2012. Entry to the list is subject to the products being acceptable to NI railway as per the quality questions. Inclusion onto the pre-qualified is subject to the acceptance to the terms and conditions for the supply - Terms and conditions are included with this PQQ. This will be an open list available for new applicant as the market develops. NIR would invisage the duration of this list to be 12 months plus 3 annual extension options or a total expenditure of £300k. Successful members to the list will be required to confirm any changes to their PQQ on a yearly basis. Members of the Pre-qualified list will be requested to tender for individual packages as required by Translink. This is an under threshold value contract. Regulation 8(1) of the Utilities Contracts Regulations provides that the Regulations do not apply to competitions in respect of under threshold contacts. Please refer to section 7.1 for further information. Translink is utilising an electronic tendering system to manage this procurement and communicate with Tenderers. Accordingly, there will be no hard copy documents issued and it is intended that all communications with Translink including the submission of PQQ and Tender responses will be conducted via www.e-sourcingni.bravosolution.co.uk.
