Tender description

Translink’s Infrastructure Division is responsible for maintaining Northern Ireland Railways’ (NIR) network comprising some 210 route miles (300 track miles). The contracting authority, hereinafter referred to as the Client is seeking to engage an economic operator to under a Term Service Contract to undertake maintenance for all civil engineering structures supporting and protecting the Permanent Way to ensure safe and efficient operation of trains The Term Service Contract period is to be two years extendable to a maximum of four years duration subject to the satisfactory performance of the successful Economic Operator. The Contract Area is defined as a corridor along the NIR network approximately 210 miles and 20m on either side of the track, though occasionally work may be required in other areas of Northern Ireland to support other Translink requirements. The Economic operator will be required to carry out routine maintenance, replacement and emergency repair works to the department’s structures along the various routes operated by Northern Ireland Railways. It will be essential that the successful economic operator has or will establish a local (Northern Ireland) base with sufficient depth and range of resources which will allow a rapid deployment to any emergency incident on the railway network. Typically emergency incidents include failure to embankments / cuttings and damage bridges following a vehicle strike. The successful economic operator will be required to mobilise at short notice and work during unsociable hours. It will also be a requirement of the contract that the successful economic operator be available to provide, where reasonable, resources at short notice for essential engineering works. Where necessary, ‘on call’ staffing will be required over weekend / holiday periods. Please note PQQ Submission return date of 1500 hours on Thursday 25 August 2011.
