Tender description
The Strategic Investment Board (SIB and the Office of the First Minister and deputy First Minister (OFMDFM) wish to appoint a suitably qualified Market Research team to conduct Market Research to identify the potential level of uptake for a new Household Energy and Thermal Efficiency Programme (the HEaT programme). The proposed HEaT Programme will be a new initiative for Northern Ireland. It will offer a range of retrofitted energy efficiency products and will sit alongside existing domestic energy efficiency initiatives. Accordingly, for the most part , it will not be available to those eligible for the DSD Warm Homes Initiative. The HEaT Programme will offer interest free loans to an estimated 37,000 households, which will be used to pay for the retro-fitting of homes with energy efficiency measures. In addition to the loans, it is likely that some element of grant will also be available. Total loans are estimated at £45m.
