Safety Culture Survey for Permanent Way Department Please note PQQ Submission closing date of Wednesday 1st September 2010 at 1500 hours PQQ for Consultant to undertake Safety Culture Survey in Permanent Way Department. Introduction Translink’s Permanent Way Department is responsible for maintaining the railway tracks in Northern Ireland. It has 107 in-house staff in all grades, including management, located in 9 locations around the province. As part of the ongoing process of improving safety, the Department wishes to survey the attitudes of staff towards safety. We wish to employ a suitably qualified and experienced consultant to undertake such a survey. It is envisaged that an initial survey will be carried out to establish a baseline and concentrate improvement initiatives. After a 2 year period, it is intended to carry out a follow up survey to measure any changes. Scope of work •Advise on survey methods and techniques. Survey must be objective, robust, measurable and repeatable. •Develop methodology for collecting the information. •Plan and co-ordinate necessary consultation with employees. Schedule to be agreed with NIR. NIR will release staff and provide venues for consultation. •Undertake survey of staff attitudes •Collate information from survey and provide report on findings •Two years after the initial survey, carry out the survey again and report on findings. •The second report will include analysis of the differences from the initial survey. The aim of this tender exercise is to appoint one suitably qualified economic operator to provide this requirement.
