Tender description

Northern Ireland Electricity Limited (NIE Networks) currently has a significant volume of specialist vehicles and plant including winches, Mobile Elevated Work Platforms (MEWPs), forklift trucks and associated trailers which require routine servicing, maintenance, inspections and repairs to comply with legislative requirements. NIE Networks wishes to establish framework agreements (following award of this tender competition) for the services of suitably experienced contractors to provide these services across Northern Ireland. Tenderers will note that this requirement has been divided into two Lots (Lot 1 – Maintenance, Servicing, Inspection and Repair of NIE Networks owned specialist vehicles and plant & Lot 2 - Maintenance, Servicing, Inspection and Repair of winches, Mobile Elevated Work Platforms (MEWPs), forklift trucks and associated trailers). Each Framework will be established for a period of 3 years with an option (exercisable entirely at NIE Networks Discretion), to extend for up to a further 2 year period. Candidates will note that the ITT documents have been published with the PQQ documents. The Utility Contracts Regulations (2016) insist that all tender documents (PQQ & ITT) are released together. All Candidates that pass the PQQ stage will be invited to compete at the ITT stage. Following the complete process (Negotiated procedure with prior call for Competition), a maximum of one tenderer will be placed on Framework Agreement for each Lot. Tenderers bidding for both Lot 1 and Lot 2 are only required to submit One PQQ Response. Tenderers have an opportunity in eSourcingNI to indicate which Lots they are tendering for. In such cases, Tenderers are advised to take care to address the differences in each of the Lots they are tendering for, in one robust response. Tenderers invited through to the ITT stage will be required to submit two separate (Lots Specific) Pricing Schedules.
