Rough Sleeping Outreach Service

Tender description

The City of London Corporation (the City) invites Tenders for the provision of a Rough Sleeping Outreach Service. The Service will make a critical contribution to the City’s aim of ending rough sleeping. It is intended to be the key delivery vehicle through which the City delivers on its commitment to ensure that anyone sleeping rough within the Square Mile is offered a clear route off the streets in line with their strengths, needs and wishes. The service will be configured, and staffed, so as to ensure that two specific service elements are delivered and given equal and sufficient priority within the overall structure. Namely: • New rough sleepers are rapidly located and responded to with an offer of emergency accommodation (or reconnection); and • No-one is left living on the streets without a clear and assertive plan to bring their rough sleeping to an end. The duration of the contract is 3 years, subject to the right of the City (at its sole discretion) to exercise its right to extend the Contract by up to 2 years on a year by year basis. The maximum length of the contract is therefore 5 years. Organisations should note that the estimated budget for this Service will be up to 2,250,000 GBP and is based on one core budget (c360,000 GBP per annum) and conditional contributions externally (c90,000 GBP per annum). Therefore, the Service Specification and contract shall reserve the right to vary the contract to include additional funding and service deliverable(s).
