Central London Forward Working Capital Evaluation procurement Overview Invitation to Tender to provide a comprehensive quantitative and qualitative evaluation of a pilot employment support / welfare to work programme (‘Working Capital’) which will operate in Central London on a Randomised Control Trial basis. Contract period Summer 2015 – 2020 (5 years) Contract value Up to £300,000 excluding VAT (funded by European Social Fund – City of London as contracting body) Description Central London Forward is seeking to commission a partner to provide a comprehensive, robust independent evaluation of the Working Capital employment support pilot, which has been co-designed with Government as part of the London Growth Deal. Working Capital will operate across the eight Central London boroughs to support long-term Employment Support Allowance claimants who have left the DWP‘s Work Programme after two years without securing employment. The initiative will be delivered by a ‘managing agent’ which will procure ‘case workers’ to integrate closely with local public services within the eight boroughs and provide a wrap-around, personalised service to clients. As part of the London Growth Deal, Government has made a commitment that positive results from the evaluation of Working Capital will inform tangible progress towards further local integration of employment support in the capital. The Pilot will operate as a Randomised Control Trial (RCT) with the performance of Working Capital compared against that of a ‘control group’ who will receive ‘business as usual’ provision from DWP. A robust independent evaluation is a critical part of the Pilot, and CLF is seeking an evaluation partner who is prepared to work closely with all parties involved in delivery of the pilot, throughout the duration of the process.
