Signalling Engineering Services Framework The Signalling Department within Northern Ireland Railways wishes to establish a list of suitably qualified Signalling Engineering companies for the provision of various design & engineering services. The services shall be carried out to Network Rail and NIR standards and undertaken by competent engineers that hold the appropriate IRSE licenses. The principles of Network Rails GRIP process shall be followed and the following deliverables shall be required at the appropriate design stage. GRIP 1-4 • Asset Condition surveys & reports • Feasibility studies & option reports • Site surveys and records updates • Scheme development design • Level Crossing ground plan production • Prevention & mitigation of overruns assessments • Systems interface design • Implementation Strategies • Cost estimates GRIP 5-7 • Detailed design • Contract documentation • Technical support to the Project Team • Provision of design cover during commissionings The Signalling Engineering Services Framework will cover Signalling, Telecoms / Systems and E&P disciplines but may also be used to engage services from other disciplines such as p-way, civil / structural, human factors / ergonomics required to support the scheme design. The majority of the works will range from 50,000 GBP to 350,000 GBP which will be awarded to the winning company on a call-off basis. Works estimated to exceed 350,000 GBP will be tendered to all companies on the framework. The duration of this arrangement will be four years but subject to annual break clauses.
