Tender description
The BBC is seeking suppliers that will offer a fully managed service be that directly or indirectly via sub-contracted parties. A fully managed service would include but not be limited to securing and maintaining numbers, testing, providing a support team to include account management and technical support, escalation and contingency plans, agreement of work orders and any project-specific special terms (if appropriate), data management and financial reconciliation, financial and other reporting. In relation to the majority of call-offs under the framework agreements, the BBC will contract on a revenue share basis. However it is anticipated that some solutions may carry fixed costs that cannot be expected to be recovered (i.e. campaigns with very small call volumes or additional facilities, e.g. refunds). For these call-offs, the relevant contract will be concluded on a fixed fee basis. Such fixed fees have been up to 10% of the total value under the existing Frameworks and the BBC estimates that it will not be more than 10% under the new frameworks. Therefore the BBC confirms that these frameworks are for the provision of a services concession and as such the BBC is under no obligation under the Public Contracts regulations 2006 to publish this OJEU notice and is doing so and following the restricted procedure on a voluntary basis. These frameworks will cover both in-house and independent commissions for the BBC, with in- house productions call-offs making up around 60% of the total value. In respect of independent commissions, independent production companies will make call-offs directly with suppliers. Solutions must be scalable appropriately (some promotions may involve up to 12 million calls from fixed line telephony per annum and this may vary in the future). Solutions must have the ability to be aggregated with other interactivity such as online and SMS. Solutions must be able to process data for refund scenarios.
