Provision of Concurrent Carers to the ‘Home on Time’ scheme

Tender description

The ‘Home on Time’ project is one of the programmes of EITP. The HSC Board has received funding from the Early Intervention Transformation Programme (EITP) to implement a Model Concurrent Planning Scheme in all Trusts throughout Northern Ireland supported by a Voluntary Adoption Agency. This is to be known as the Provision of Concurrent Carers for the Home on Time scheme. The objective of this procurement is:- To retain the services of a single Successful tenderer or a consortium, who can operate as a Voluntary Adoption Agency (VAA). The Successful tenderer will supplement the work of the five Trusts in recruiting; assessing; training; approving and supporting concurrent carers for the Regional “Home on Time” scheme for identified looked after children. Under current legislation this service may only be provided by a Registered Adoption Agency (The Adoption Northern Ireland Order 1987 (Articles 3, 10 and 11), The Health and Personal Social Services (Quality, Improvement and Regulation) (Northern Ireland) Order 2003 (8.2e), Voluntary Adoption Agencies Regulations (Northern Ireland) 2010 Regulations 11, 14,15 and 16.)
