Proposed Public Bike Hire Scheme for Belfast

Belfast City Council are seeking to set-up a public bike share scheme within the city centre. Initially the scheme will comprise circa 30 docking hubs at strategic locations within the City and provide circa 300 bikes at these various locations. The Council hopes to expand the scheme to link other key locations within the City should the initial phase prove successful. Through this procurement, the Council are looking to appoint one provider who will design and supply the bikes, docking stations and terminals, and maintain and operate the scheme for a period of 6 years plus a further optional 3 years . In addition, the Council are seeking to appoint a sponsor who will provide branding and support the marketing of the scheme. It is envisaged this appointment will be for an initial 3 years to a maximum of 9 years in 2 further 3 yearly increments. The bike share scheme will be fully operational by April 2015 following a mobilisation/set up period of approximately 12 months. The scheme is being part grant funded and in order to secure these funds, the scheme must be fully commissioned and operational by April 2015 at the latest. The Council will be seeking to ensure their economic and social responsibilities to the City are met through this procurement.
