NI Prison Service Pre-Market Engagement - Learning and Training Skills PR 11255 1. The Northern Ireland Prison Service (NIPS) is currently preparing to initiate a procurement process to award a contract for the provision of a learning and skills service to prisoners within the NIPS estate, effective from no later than September 2014 (a separate, interim, part service procurement will be advertised later in the w/c 6th May) . Prior to initiating the procurement, NIPS wishes to establish the level of market interest in participating in the procurement process. 2. The purpose of this document, which is a Pre-Engagement Information Memorandum and Questionnaire, is to provide information to organisations which might wish to tender for the service via the procurement process. The document seeks to obtain information from the market on its capability, through to innovation and creativity, to provide the type of learning and skills service outlined in the document, and to test the operational and commercial arrangements that might be required. 3. Any submission in response to this document does not constitute any contractual agreement and respondents should also note that NIPS will not be responsible for any costs and expenses that may be incurred in responding to this document. 4. We would like to invite responses to this document, and should you wish to, please do so by referring to the points listed in Annexe A and by Monday 3rd June 2013. In responding, you should understand that detailed and lengthy submissions are not necessary at this stage. Nonetheless, we welcome any pertinent information on your (company’s) capability and views on an approach to the provision of a learning and skills service to prisoners as outlined in this document.
