Tender description
Translink’s Infrastructure Division is responsible for maintaining Northern Ireland Railways’ (NIR) network comprising some 210 route miles (300 track miles). Within Infrastructure Division the Permanent Way Department is responsible for the maintenance and provision of main line track (jointed and CWR), S&C, sidings and line side assets. The contracting authority, hereinafter referred to as the Client, is seeking to engage a maximum of 3 economic operators within a Framework Contract to undertake projects which will require Permanent Way design and contract administration work to be undertaken. The successful Economic Operators will then be required to tender for consultancy services for projects via mini-competitions as per the Framework Conditions or time based work packages called-off subject to Framework Conditions. The maximum value or a Scheme will be £3,000,000 in construction value and / or £300,000 in fee value. The Framework Contract is to be for a two year duration, extendable to a maximum of four years duration subject to the satisfactory performance of the successful teams. It is anticipated that the value of the yearly spend will be in the region of £100,000 in design fees and a single larger project with fees in the region of £250,000 to be undertaken during the framework lifespan. In circumstances where work below a value of £30,000 is required, the contracting authority may choose to engage an Economic Operator on time based fees. In such cases fees are to be agreed in the Framework Contract. The selection will either be on the basis of the Economic Operator with the lowest relevant rate or if a specialist skill is required and only one operator can provide this. The Framework Contract is not a guarantee of any future workload, but demonstrates an intention to utilise those appointed Economic Operators to provide services where appropriate Please note PQQ submission Return date of 1500 hours on Wednesday 14 September 2011
