Passenger Transport Services for Children, Young People and Vulnerable Adults

Tender description

The City of Westminster on behalf of itself and The Royal Borough of Kensington and Chelsea are seeking Tenders from suitable tenderers that wish to be appointed to a Framework Agreement for the provision of Passenger Transport Taxi Services. The Service required will primarily be to transport vulnerable children, young people and adults. The Framework Agreement will also include the provision of ad-hoc passenger journeys to satisfy the requirements of the two Councils. The Councils require a number of providers that will deliver transport services using a range of vehicles with less than 8 seats including; cars, black cabs, people-carriers and wheelchair-accessible vehicles. Passenger Assistants will be required on some routes to provide support to Service Users who have additional needs; where this is a requirement the Councils will inform the provider. Journeys may be required on a regular or ad-hoc basis and are mostly within the two Boroughs and the surrounding areas, but some longer journeys will be required. Tenderers will not have to provide all categories of vehicles and/or passenger assistants to be considered for inclusion in the Framework Agreement. Currently, the two Councils provide taxi transport (in vehicles of less than 8 seats) for some 169 service users on 128 scheduled routes to 89 destinations, and may require approximately 14,500 ad hoc taxi journeys per annum.
