North Down & Ards District Council Tender for Locking & Opening of Council Areas

Tender description

Tenders are sought by North Down Borough Council on behalf of North Down and Ards District Council for the provision of Locking and Opening of Council Areas. The contract is to allow for the locking and opening of 11 Play Areas and 2 Park Areas (1 park area having 4 access points), as listed on the pricing schedule. The Contractor should note the following exceptions:- Ward Park and Johnny the Jig – lock only. The Contractor should be aware that all of these facilities are regularly visited by members of the public and any failure to either lock or open these gates per the requirements of this contract will be readily reported to Council. Also, as the park at Ballycrochan is served by a number of different accesses, then the Contractor is to take all reasonable precautions to ensure that the park is empty prior to locking. A method statement for achieving this objective is to be fully discussed, and agreed, with the Council prior to the award of the Contract as it is considered essential that all reasonable efforts are made to avoid the possibility of anyone being locked in the park during the hours of darkness. The Contractor will also be required to provide security cover / gate supervision facility to the Council’s Balloo Road Depot. This service to include the answering of queries presented at the gate particularly in relation to the delivery of materials for Council use. The hours to be covered by this service are the continuous period defined by: Monday – Friday 8:00 – 16:00 hrs [inclusive]. The Contractor will be expected to provide suitable signage at each location for the duration of the contract. The Contractor must be licensed with the Security Industry Authority to ensure compliance with the Private Security Act 2001 Order 2009.
