Tender description
It is a requirement of European legislation that each EU Member State submits a report to Eurostat every two years on waste arisings, current waste management activities and the capacity of the waste management industry. The general requirements for the reporting are set out in the EU Waste Statistics Regulation No. 2150/2002 (WStatR). In order to facilitate consistency in the way that the required data are reported, the European Commission has published the EU Waste Statistics Handbook and specified the format of the tables which should be used to present the data (namely Annexes I and II). These deal with waste arisings and waste management operations respectively. In the UK the Government has devolved the reporting requirement to the administrations of England, Wales, Northern Ireland and Scotland. In Northern Ireland the responsibility for the collection of waste statistics for both municipal and non-municipal waste data and also for the coordination of reporting under the WStatR has been given to NIEA. NEED Northern Ireland’s Waste Statistics Regulations Report (WStatR) for 2010 is required to be submitted by NIEA to DEFRA by March 2012 to meet the UK’s statutory reporting obligation to Eurostat by the end of June 2012; and in doing so, deliver one of LRMU business objectives. It is proposed to commission consultants to complete the NI WStatR 2010 using the data produced from existing available waste data. The consultancy will carry out the survey & study, described above, within the same contract. The outcomes of these studies will feed into the WStatsR 2010. The reclassification / extrapolation study is the first work of its kind within Northern Ireland.
