National Framework Agreement for Carbon and Energy Infrastructure Upgrades

The Countess of Chester Hospital NHS Foundation Trust’s Commercial Procurement Service (COCH), through its appointed service provider, the Carbon and Energy Fund Limited (CEF), seeks to introduce a new commercial Framework Agreement with experienced service providers who can provide energy and energy management facilities (generated electricity, steam, heating and chilling) and provide services (mainly operation, maintenance and life-cycling – for a full description please refer to the OJEU Contract Notice) for public bodies in the UK under a standard performance contract to public sector bodies in the UK that are or become members of the CEF. In some cases, this will involve the installation and management of new or upgraded infrastructure, and in others a guaranteed upgrade in services and resilience provided as the contractor feels appropriate. Framework bidders will be invited to offer Contracting Authorities service improvements that include the delivery of guaranteed resilience and efficiency valued in terms of reduced running costs, reduced energy consumption and reduced carbon emissions plus the management of those services. Service contract durations may be 15 to 31 years. The guarantee refers to the bidder taking all the risks and costs relating to the provision of all services including any relevant design, procurement, commissioning, operation, lifecycling and continued guaranteed performance of the installation using the bidders staff, contractors, or in some circumstances those of the Contracting Authority as may be agreed in the contract. Full access to the some contract documents is contingent on the receipt by the Contracting Authority of a signed Non Disclosure Agreement (refer to the ITT for details).
