Tender description

NI Water is required to prepare a Business Plan to meet the terms of the regulatory framework within which the Company operates. Price Control 15 (PC15 covering the six year period from 2015 – 2021) is the third price control period for NI Water. The Business Plan sets out NI Water’s objectives and funding requirements for the price control period, and is therefore the basis for determining the company’s funding requirements, customer charge limits and outputs for the period. The Utility Regulator has asked that the PC15 Business Plan takes a more holistic, more strategic approach to the management of all aspects of the water and sewerage industry. The Utility Regulator’s Overall Approach to PC15 also indicates changes in approach to assessing key areas of the Business Plan, notably the approach to efficiencies, potential changes to the financial model and Special Factors claim. To comply with the Utility Regulator’s Information Requirements NI Water needs appropriate independent, expert, economic regulatory input to assist in the development of parts of the submission.
