arc21 is an incorporated joint committee established pursuant to the Local Government (Constituting a Joint Committee a Body Corporate) Order (Northern Ireland) 2004, comprising, of 11 district and city councils in the east of Northern Ireland. arc21 proposes to procure a private sector contractor or contractors to: (a) provide a service for the disposal of residual municipal waste in landfill located in the UK; and (b) to collect data and report on the quantity and type of material disposed by that method;
