Tender description
The Authority is seeking to appoint Providers for a multi supplier Framework which would also be open to be used by other Government organisations to order and receive services under the Framework Agreement. The project is the MMO Surveillance Asset Chartering Call-Off Framework Agreement. The MMO is considering future options for the provision of surveillance Assets that will operate in the English National (Territorial) Waters. This will be to supplement a service already provided by the RN. The Framework will be formed in three (3) ‘Lots’: Lot 1 is for the provision of inshore surface Assets, which will include a range of Vessel types, expected to generally operate out to the twelve (12) NM territorial waters limit. Lot 2 is for the provision of aerial Assets that will be expected to operate out to the one (1) NM territorial waters limit. Lot 3 is for aerial Assets that will be expected to be capable of operating out to the UK (English) two hundred (200) NM economic zone limit. The MMO has already carried out a pilot trial to demonstrate the viability of using charter Vessels and helicopter for inshore surveillance work. The pilot programme demonstrated that such an arrangement offers a flexible service that is value for money. Added to this the Authority was involved in a partnering arrangement with Marine Scotland for the provision of offshore aerial Assets that proved to be useful to the Authority in executing its regulatory duties. The Authority wants to establish a Framework Agreement that will allow the MMO to engage Assets as required to undertake patrols. The following Contracting Bodies (or any other body established by the Crown, by a Client or under statute in order substantially to perform any of the functions that had previously been performed by such Clients) have indicated that they may have a requirement for the Framework Agreement Services during the term of the Framework Agreement:
