M&EA Tender for Planning Legal Advice Services The reform of local government will see the number of NI Council’s reduce from 26 to 11 on the 1 April 2015. As part of Local Government Reform the responsibility of Planning will transfer from DOE to the new Council’s. This transfer of functions will include a Shared Environmental Service for local government to be hosted by Mid and East Antrim Council. The role of the Shared Environmental Service is to carry out Habitats Regulations Assessments on planning applications and advise on impacts on European Sites to ensure that legal requirements are fully met and to reduce the risk of challenge to planning decisions, development plans and policies. Mid and East Antrim Council (hereinafter referred to as Council) now wishes to appoint a framework of legal service providers in rank order to provide advice in relation to the following areas of planning law / legal obligations on both contentious and non-contentious matters as applicable. The Framework will be open for use by Mid and East Antrim Council or its successor in title. The framework will consist of a maximum of four suppliers.
