The new councils will be stronger, more efficient and will deliver more effective services. They will be citizen focused, responding to the needs, aspirations and concerns of their communities. In partnership with others, they will guide the future development of their areas. Ballymena Borough Council, Carrickfergus Borough Council and Larne Borough Council will join together to form Mid and East Antrim Council from 1 April 2015. The new Council will have responsibility for a number of new functions transferring from Central Government, namely: planning, urban regeneration, community development, regulatory housing responsibilities, local economic development and tourism, rural development and off-street parking. At present, Mid and East Antrim Council is working in ‘shadow’ form alongside the three existing Councils until it assumes full powers on the 1 April 2015. In this period of significant change and in preparation for assuming its new suite of responsibilities, Mid and East Antrim Council wishes to provide strong civic leadership, effectively target its resources and generate a positive profile for both itself and the new Council area. The Council wish to appoint a company to provide Internal Audit Services.
