Invest NI Provision of Evaluation Services

Tender description

Invest NI wishes to appoint service providers to undertake evaluations (for both programmes and projects) for the organisation as part of an evaluation framework contract. It is anticipated that there may be a limited number of post project evaluations commissioned during the lifetime of this contract. It is envisaged that the contract start date will be during February 2012. Work carried out under this contract must be undertaken in line with National and regional requirements. It must be compliant with Central Government guidance including; • “The Green Book: Appraisal and Evaluation in Central Government”, HM Treasury 2003 ; • “The Northern Ireland Guide to Expenditure Appraisal and Evaluation (NIGAEA), 2009 Edition”, Department of Finance and Personnel ; • “The Magenta Book: Guidance for Evaluation” ; and • Economic Appraisal Methodology (EAM) guidance.
