INI - PFI/PPP Consultancy Support for the INI HQ Accommodation Project

Tender description

In 2002, following the identification of the need for Invest NI (“the Authority”) to procure single site headquarters office building in the Belfast area, a range of different options were explored to meet the requirement. In March 2003, in conjunction with the Department of Enterprise, Trade and Investment; the Department of Finance and Personnel and the Strategic Investment Board, it was decided that procurement was to be undertaken using the Private Finance Initiative subset of the Public Private Partnership approach. The contract for the Invest Northern Ireland Headquarters Accommodation Project (“the Project”) was awarded to the McAleer and Rushe / Dunloe Ewart Consortium (“the Contractor”) in November 2004 and had a capital value of £25 million. The Project has involved the design and construction of the new office accommodation, as well as the ongoing maintenance and associated facilities management services of the accommodation for the 25 year Operational Phase, which commenced full service availability in November 2005. Invest NI now require PFI / PPP Consultants (financial, legal and technical) to support the Accommodation Project on a call off basis over the next three years.
