Housing Affordability Model for Northern Ireland

Tender description

The Northern Ireland Housing Executive in partnership with the Department for Social Development invites tenders to appoint a research team to develop a Housing Affordability Model for Northern Ireland – which is comparable to those developed for the Scottish Government (2008) and the Department of Communities and Local Government (2006) - but reflects both the dramatically changed economic environment and the significant differences in Northern Ireland’s housing market. The overall aim of the research is to provide a Northern Ireland version of the Scottish model of affordability which would allow planners and policy makers in Northern Ireland to test the impact of a range of housing supply scenarios and the associated policy issues. The methodological approach – while broadly similar in conception to the Scottish model will have to allow for the differences in data sources and quality, geography and demography. It will also take into account developments in the macro-economic environment since the Scottish model was developed and given the experiences of the last two years will include a money market liquidity module in recognition of the importance of mortgage availability to the housing market.
