Tender description
The Authority is looking for a supplier to assess whether there is any rationale for using Financial Instruments (FIs) within the Rural Development Programme England (RDPE) 2014 – 2020 programming period. Any rationale for using FIs will be assessed against how well it tackles sub-optimal investment situations arising from market failures and should provide sound evidence to justify any decision in using or setting up an effective FI. Article 37 of the Common Provisions Regulations requires the Authority to undertake an ex-ante assessment before any proposed FI is undertaken.
