Engineering Consultancy Services for Strategic Assessment Report for the Servicing of Lands in Srah, Tullamore.

Tender description

Offaly County Council seek to procure and appoint Technical Engineering Consultancy Services (Consultant Engineer) to carry out a Strategic Assessment Report (SAR). The (SAR) must be in accordance with TII Publication ‘Project Appraisal Guidelines for National Roads Unit 2.1 – Strategic Assessment Report PE-PAG-02011 March 2021’. The SAR will consider upgrades to the Srah Road (R443) and the Rahan Road (L-2007) in Tullamore to facilitate access to lands as shown on the attached study area (Dwg 0001). The proposed option under consideration will include for a new overpass of the existing operational Tullamore to Athlone Railway line and a reconfiguration of the existing road/walking and cycling infrastructure within the study area to improve access and permeability to the entire study area and surrounds while promoting modal shift away from Carbon Emitting vehicles. The Technical Engineering Consultant in accordance with the requirements of the SAR must also complete an assessment as to the feasibility of servicing the site with Water, Wastewater, Surface Water, Broadband, Gas, ESB and all other utilities required to deliver on any future proposed commercial and industrial proposals for lands on the L-2007. The consultancy services are to be delivered in compliance with current TII Project Management Guidelines (PE-PMG-02041/July 2022) and the scheme is currently designated as a Minor Scheme under the definitions of this document. The successful Consultancy Services/Consultant Engineer will deliver the scheme through Phase 0 of the TII Project Management Guidelines (PE-PMG-02041/July 2022) ONLY.
