Tender description

The work Ofcom does to clear spectrum for new uses is both high profile and high priority – it can deliver huge benefits for citizens and consumers who get access to new services. But we have to make sure we get it right and take account of the impact on spectrum users who have to move. We work closely with Government, which funds most of our clearance work, and with specialist colleagues in other Ofcom groups. Our external stakeholders are those affected by clearance – either because they are existing users of the spectrum (for example TV broadcasters and airport authorities), or because they are potential new users of the spectrum (for example mobile network operators). As our clearance work moves from policy formulation into implementation and delivery, we need a team with the right skills to drive and manage the delivery process. We are therefore establishing a dedicated programme management office (PMO) to ensure these major programmes are rigorously project managed with the appropriate level of reporting and oversight, and will pull in specialist team members to manage subject-specific aspects, and provide ad hoc advice.
