DOJ - Upgrade,maintenance,monitoring and management of BMS Systems,NIPS Estate

Tender description

The Project is for the upgrade, maintenance, monitoring and management of the BEMS systems throughout the NIPS estate. The Economic Operator shall form a team to provide the project requirements for a period of up to 10 years after completion of the upgrade works to each site. The team shall include specialist BEMS sub-contractors with appropriate experience installing, maintaining and monitoring the various BEMS system types in use in the NIPS estate or proposed under the upgrade element of this project. The upgrade of the BEMS systems shall include the requirement for all systems to be upgraded to be BACnet compatible. The NI Prison Service has five separate sites across Northern Ireland with over 80 buildings. The project shall include for the following works/services as indicated hereunder in brief: • Upgrade of the existing Cylon BEMS systems in HMP Maghaberry and Working Out Unit, (WOU) Crumlin Road, Belfast. The system at Maghaberry is network based throughout 90% of the site. The main controllers are BACnet compatible. The requirement is to upgrade the system with replacement of faulty equipment and converting the remainder of the main controllers to be BACnet compatible and linked to the network. WOU shall be upgraded with BACnet compatible controllers and inked to the network; • Replacement of the existing Satchwell BEMS system in Hydebank and Prison Service College, Millisle. This would require complete replacement of the existing BEMS systems and sensors etc. It is envisaged that the existing control panels would remain intact, connected to the new outstations; • Upgrade of existing Boiler Control Panels to provide BEMS controls to Cylon based stand-alone systems at HMP Magilligan, several remote houseblocks and buildings, and linking to a central monitoring facility on the; Note: One houseblock in Magilligan currently utilises Cylon BEMS control System. • All sites shall make provision of a remote monitoring/management facility at Prison E
