TENDER OPPORTUNITY Project Ref 6501 – DOE- Road Safety Research – Improving the Road Safety of Older People 2011 Department of Environment has lead responsibility for coordinating and driving forward road safety in Northern Ireland (NI), working in partnership with the Department for Regional Development, the Department of Education, the Fire and Rescue Service, the Ambulance Service and the Police Service. A new road safety strategy, entitled Northern Ireland’s Road Safety Strategy to 2020 , was published on 15 March 2011 which sets out the key challenges to be addressed and details 199 action measures to be taken forward in the next ten years. Improving the safety of older people on our roads is a key consideration of the new Strategy, The Department of Environment Northern Ireland requires a suitably competent Service Provider to undertake an in-depth investigation into the road safety of older people in Northern Ireland, to include; a. Carry out a systematic literature review of recent (last 10 years), published and unpublished, key research relevant to the project (UK, Irish or international); b. Review current and planned interventions by road safety stakeholders and others which may impact directly or indirectly on the road safety of older people; c. Carry out a 10 year analysis of available Police Service of Northern Ireland (PSNI) casualty and collision data for older people d. Investigate travel patterns and the behaviour and attitudes of older people in relation to road safety; e. Investigate the behaviour and attitudes of other road users in relation to the road safety of older people; f. Using the outputs from (a)-(e) above, identify the likely causes, influencing factors and any common trends, patterns and characteristics of casualties and collisions involving older people; g. Recommend specific action measures aimed at reducing collisions and casualties involving older people both now and in the future.
