Tender description

Project Kelvin was established as a joint initiative between DETI and DCENR. The two Departments (jointly referred to as the Contracting Authority) were granted funding under the EU funded Cross Border Territorial Co-operation Programme for Northern Ireland, the Border Counties and Western Scotland 2007-2013 (INTERREG IVA Programme). A contract to construct and operate the direct international telecommunications link was awarded to Hibernia Networks on 22 December 2008. The operational phase of this project runs to December 2018, and technical consultants are now required to support the 2 Departments throughout the remaining contract period.
