DETI/NITB - Economic Appraisals for Tourism Development Scheme

Tender description

The Northern Ireland Tourism Board (NITB) wish to appoint a service provider to carry out economic appraisals on 8 projects seeking financial assistance for funding provided under the Tourism Development Scheme (TDS) which is providing support for the development of tourism related projects in Northern Ireland. The successful service provider must: a.Determine if the market need for the project is proven and provide a definitive opinion. If at any stage of the appraisal, the consultant considers that the outcome will be negative, then the evidence for the negative decision should be documented and the appraisal process should be stopped. b. Provide a conclusion which covers all of the key appraisal elements and if appropriate, highlight any weaknesses in the project application. Where weaknesses are identified, the consultant should provide a series of proposed pre-conditions/conditions to be contained in subsequent letters of offer. c. Draw out specific conclusions and recommendations on the Project’s long term sustainability and on the VFM in terms of return on investment for the public sector. d. Drive relevant Projects through the appropriate Government Approval Bodies, vis a vis DETI Economists / DFP / Minister. e. Take into account and provide recommendations in relation to Section 75 compliance, social sustainability and environmental sustainability.
