DETI Mid Term Evaluation of EU NI Sustainable Competitiveness Programme

Tender description

1.1 The Department of Enterprise, Trade & Investment Northern Ireland (DETI) acts as “Managing Authority” for the European Sustainable Competitiveness Programme for Northern Ireland 2007 – 2013. The Programme, with an overall value of €613,666,878 is currently being delivered throughout Northern Ireland via a number of “Intermediate Bodies”, including Invest NI, the Northern Ireland Tourist Board, DETI Local Economic Development, Energy and Telecoms Policy Units and by the Department of Agriculture and Rural Development for Northern Ireland (DARD). 1.2 An evaluation of the Competitiveness Programme at this point in the Programme lifecycle, is required to establish how well the programme is delivering what it set out to deliver; to test the continued relevance of the Programme strategy and to recommend any action necessary to improve the quality and performance of the Programme going forward. The evaluation will focus on the appropriateness and progress of the Programme and assess its potential to address key regional needs.
