DETI - Evaluation of Selective Financial Assistance

Tender description

Central Procurement Directorate on behalf of its client Department of Enterprise, Trade and Investment (DETI) wishes to invite tenders for the above named contract. The Department of Enterprise, Trade and Investment (DETI) wishes to appoint a service provider to undertake an independent evaluation of Selective Financial Assistance (SFA) covering the period 2004/05-2010/11. SFA is the main support mechanism used by Invest NI to provide financial assistance for investment and employment projects in Northern Ireland (NI). Two previous pieces of research into the effectiveness of SFA have taken place – one covering the period 1983/84 to 1996/97 and the other looking at 1997/8 to 2003/04. This evaluation will incorporate the econometric research methods used in previous studies, but must also be compliant with Central Government guidance including: •“The Green Book: Appraisal and Evaluation in Central Government”, HM Treasury 2003; •“The Northern Ireland Guide to Expenditure Appraisal and Evaluation (NIGAEA), 2009 Edition”, Department of Finance and Personnel; •“The Magenta Book: Guidance for Evaluation”; and •Invest NI Economic Appraisal Methodology (EAM) guidance.
