Tender description

The Department wishes to appoint solicitors/legal advisors to a framework agreement to provide specialist legal expertise and direction on a number of major work areas. It is not possible to identify the precise issues on which legal advice will be required. It is anticipated however, that such work will include those illustrated below, and it is expected that these will span electricity, gas, renewable and sustainable energy, energy storage, and linkages with other energy markets (GB; RoI; Europe): • Extending the availability of gas; • Development and review of gas arrangements with GB and RoI; • Consumer related gas and electricity legislation and licensing requirements; • Competition issues; • Implementation of EC Electricity and Gas Regulations • Outworking of EU IME3 licensing issues (Internal Market for Electricity & Gas); • Arrangements for the re-design of the Single Electricity Market; • Roll-out of a smart metering policy; • Work relating to proposed new Energy Bill; • Transposition and subsequent implementation of the Energy Efficiency Directive; • EU Security of Supply Regulation; • Electricity Grid/Interconnector Licensing and Wayleaves; • Renewable Heat Incentive issues; • Energy Storage; • New legislation relating to off-shore (marine) issues; • Any other issues, activities, decisions in relation to the Department’s work on energy law requiring legal advice/input; • Commercial energy market transactions; • NI Renewables Obligation, new Feed-in Tariffs; • Outworking of DECC’s Electricity Market Reform Tender documents can be obtained electronically for registered users of Central Procurement Directorate’s e-sourcing system, e-sourcing NI.
