DARD-Ex ante Evaluation of the Northern Ireland Rural Development Programme

Tender description

DARD requires a contractor to carry out the ex ante evaluation, Strategic Environmental Assessment and EQIA. The contractor will therefore be either a single organisation with the relevant skills and experience necessary to carry out the ex ante, SEA and EQIA, or they may seek to sub contract the SEA to a third party. The contractor will be responsible for managing any subcontractors to ensure that all requirements under this contract is delivered, according to the timescale, and that it is of the required quality set out in these Terms of Reference. These deliverables will form part of the Northern Ireland Rural Development Programme 2014 – 2020 which will be submitted by DARD to the European Commission for approval.
