Contract Management of Northern Ireland Bus Shelter Estate

Tender description

Translink wishes to appoint a Contractor to manage the Bus Shelter Portfolio. Management will include, but not be limited to: stock management; maintenance and repair, contract & financial reporting; data base management; maximising advertising revenue; stakeholder liaison; replacement shelter programme management; new shelter requests; planning issues; sustainability & efficiency measures; shelter inspection; condition reports; cleaning; maintenance; repair; and emergency call out. Given the age profile of the current portfolio it is anticipated that a significant number of shelters may be due for replacement during the potential 10 year contract term. It is proposed that any capital expenditure required for the rolling replacement shelter programme and newly identified sites will not be provided by the contractor. However, responsibility for managing and implementing the programme will be placed with the contractor. Furthermore, implementation of the BRT shelter programme will be subject to completion of a successful tender exercise and DRD final approval. Therefore, the contractor will be required to provide a detailed pricing matrix, supported by a pricing methodology for the supply of current and future models of bus and BRT shelters and any associated hardware. Contract Term The Contract term is proposed to be for an initial 5 year period from 1st January 2016, with 2 separate 2 ½ year extensions, exercisable at Translink’s sole discretion, giving a potential 10 year contract term. Revenue Generation It is proposed that this contract will be revenue positive for Translink. Consequently Translink will invite in the ITT proposals that will maximise the revenue benefits to Translink.
