Westminster City Council and the Royal Borough of Kensington and Chelsea (collectively ‘Bi-borough’) are recognised as best in class for providing excellent services for vulnerable children, resulting in positive and enduring change for children and families; they are also rated Outstanding according to OFSTED ratings across their family and children’s services. Both WCC and RBKC are part of the Department for Education Partners in Practice programme which is exploring sector led improvements in collaboration with many other Local Authorities.
