CAR PARK MANAGEMENT SERVICE

Tender description

Oxford Health NHS Foundation Trust requires a service provider who is a member of the British Parking Association (BPA) to act as a concessionaire to manage and monitor the provision of parking for patients, visitors and staff against the parking availability. This will be in conjunction with the Trust’s installation of physical parking measures and staff parking permit scheme. The primary objective is to provide a car park management service that controls visitor and staff parking provision in line with the Trusts site specific travel plan, whilst preventing unauthorised and unsafe parking in order to balance the Trust’s parking provision against the parking needs. A secondary objective is to provide opportunities for income generation through revenues from visitor parking and unauthorised parking which supports the investment of the car park management service and also financially rewards the Trust. The ultimate intention is to implement a car park management service which improves the overall patient /visitor experience. There are currently 10 properties across Oxfordshire and Buckinghamshire to be considered for parking management services. The Trust’s remaining 50 properties may be reviewed if appropriate for inclusion in the future. Key features of the service • Accredited service provider – Member of the British Parking Association (BPA) • Provision of pay and display machines • Parking patrol (visible officers) - Issue of parking charges to offending vehicles - Technology to track / record offence - Assist vehicles parking on site - Assist visitors where appropriate - Assist in managing on site traffic congestion - Reporting H&S issues - Debt recovery scheme - All operatives to have DBS clearance
