C755 - SCADA Services Provision

Tender description

NI Water wishes to procure a Contract to facilitate the supply of configuration, installation and commissioning services in support of SCADA software installed at NI Water sites during the life time of the proposed Contract. It is envisaged that this activity may encompass services provision to accommodate: i. Services at new or upgraded treatment works as required by Engineering Procurement directorate (EP) projects. ii. SCADA Base Maintenance – supply of supplementary SCADA technical services at treatment works as required during the lifetime of the Contract. Site SCADA (Supervisory Control And Data Acquisition) systems are currently in use at 76 Water and Wastewater treatment Works. The profile of our 76 treatment works is as follows: 33 use 2,000 signal Control Maestro licences, 29 use 10,000 signal Control Maestro licences and 14 use 65,000 signal Control Maestro licences. We estimate an average of 6,000 signals per site. The product in use at NI Water sites is Control Maestro, which is supplied by Elutions LTD and by the end of FY 2014/15 NI Water will have 146 licences across its estate. These SCADA systems are used to provide enhanced monitoring and control at NI Water treatment Works, with both local and remote capabilities it is also used for reporting purposes both internally and to regulatory bodies such as DWI and NIEA. Site SCADA systems are critical to the efficient running of a treatment plant, failure of such systems carries with them financial penalties to the business, increasing operational difficulties, and adverse publicity related to the NI Water operations and its customer experience.
