arc21 proposes to work with the private sector to procure a contractor to: (a) provide and operate a collection service for dry recyclable materials from a number of Bring Sites located in the areas for which arc21 and its Relevant Member Councils have administrative responsibility; (b) identify markets for such dry recyclable materials and arrange the sale of such materials to those markets, including the sorting of materials into appropriate streams for sale; and (c) collect and provide data to demonstrate the level of recovery and recycling achieved;
