ANIMAL AND PLANT HEALTH SPECIALIST RESOURCING FRAMEWORK

Tender description

APHA wishes to appoint Suppliers to the Framework Agreement who can supply specialist temporary staff for business as usual purposes, as well as responding to animal disease outbreaks and incidents for different Geographical Regions across England, Wales and Scotland. Multiple Suppliers may be appointed to each Lot and Geographical Region and, having achieved a suitable quality score, they will be ranked according to price. Suppliers must commit to reply and to try to supply to a requirement. However, there is no obligation to supply. The Food Standards Agency (FSA) and Food Standards Scotland (FSS) will be able to independently call off from the Framework (predominately Lot 1) for their own job roles. Other organisations within the core Defra Group, Welsh Government and Scottish Government may also call off from the Framework. The framework will be split into three (3) lots for different types of specialist resources: • Lot 1: Veterinary Personnel • Lot 2: Technical Personnel • Lot 3: Scientific Personnel There will be multiple job roles within each lot. Standard job roles titles and standard job descriptions can be found in the ITT documentation. More job roles may be added during the life of the framework and different ones may be required in an outbreak. There will be three (3) different methods of calling off from the Framework, as determined by the urgency of the requirement: • Outbreak – target deployment within twenty-four (24) hours • Fast Stream - target deployment three (3) working days • Normal - target deployment within four (4) to six (6) weeks
