0729 - CCTV AND SECURITY GUARDING SERVICES

Tender description

Luton Borough Council operates a CCTV control room for the monitoring of public space and council buildings. Both the monitoring and the maintenance of equipment are currently contracted out to two separate contractors. In addition, the Council contracts out several security and security guarding services via various arrangements across the Council. Luton Borough Council would like to develop the service and is therefore seeking expressions of interest from suitably qualified providers for one contract for the following range of services: (i)            Monitoring of public space CCTV systems around Luton town centre and surrounding areas; (ii)          Maintenance of all equipment including camera servicing and all software and recording facilities (this will include other council buildings such as libraries and community centres); (iii)         Maintenance and Design of new CCTV Systems; (iv)         Providing technical advice in relation to CCTV; (v)          Providing an operational link between the control room and both internal and external agencies, through participation in user group meetings; (vi)         Maintenance and monitoring of Luton Dunstable Guided Busway across specified points in Luton, Houghton Regis and Dunstable; (vii)        Security guarding services; and (viii)     Management of Council's ID pass and access control system. This scope could be further extended to include alarm monitoring services for internal local authority clients and external business clients. Luton Borough Council would like to further develop the service to include CCTV monitoring and maintenance for third parties. The current maintenance contract is due to expire on the 31st March 2013. The contract will be for a period of 5 years with an option to extend for a further 5 years, reviewed annually based on performance. Contract value does not include guarding services as this will be recquisitioned by a call-off arrangement.
