Tender description
The Oslo and Paris Commission (OSPAR) Recommendation 2012/5 requires Contracting Parties (CPs) to implement a risk-based approach (RBA) for the management of produced water discharges from offshore installations. It is up to the individual CPs to develop implementation programmes within the framework described in 2012/5 and the OSPAR Agreement 2012/7.The majority of operators use a Dose related Risk and Effect Assessment Model (DREAM) developed by The Foundation for Scientific and Industrial Research at the Norwegian Institute of Technology (SINTEF) in collaboration with a number of operating companies as guidance into the management decisions for the reduction of harmful environmental effects associated with produced water discharges. This three-dimensional dispersion model is proven for use in this field and used internationally for regulatory purposes. In order to maintain operation of the DREAM software, Marine Scotland must purchase new operating files (for download) on an annual basis. In light of this, included within the Service Level Agreement (C247) between The Scottish Ministers (acting through Marine Scotland’s Offshore Energy Environmental Advice Group, OEEAG) and the Offshore Petroleum Regulator for Environment and Decommissioning (OPRED), of the Department for Business, Energy and Industrial Strategy (BEIS) there is a requirement to undertake modelling of produced water discharges from offshore installations. As part of the BEIS contract to critically and independently assess technical information contained in RBA report submissions carried out by Oil & Gas operators in Scottish Waters and Cefas in English Waters, OEEAG are required to review and re-model, such reports, providing advice to BEIS where there is a lack of information on the RBA approach and incorrect modelling. Modelling is achieved using the SINTEF software. All CPs ultimately present their results to OSPAR (MS and Cefas reports for UK Waters are submitted through BEIS).
