Tender description
This ITT has been issued by the Council in connection with a competitive procurement being conducted in accordance with the Regulations. The Council invites Tenders from suitably qualified and experienced economic operators ‘Bidders’ for inclusion on an Enterprise and Business Growth (EBG) Framework Agreement. Given the varying needs of the business community throughout the business lifecycle, the Council has identified a need to put in place an EBG Framework which will: • Commence the provision of support for business start-ups and business growth to address any gaps in provision taking account of contracts for delivery that are currently funded through the European Regional Development Fund expected to be from the end of 2022 • Bridge the gap between the end of programme activity for business start-up and growth activity and the commencement of a new regional approach in 2024 • Be available to provide additional support to augment the new regional approach, as required, from 2024 onwards. Accordingly, the purpose of the EBG Framework is to provide capacity to future proof the delivery of agile and responsive business support solutions, adding value to the existing enterprise and business support provision in place across the city and to any regional provision that is established in future. It is important to note that the EBG Framework is a demand-driven service and therefore responsive to funding availability, business needs and challenges in real-time. As such, there is no guarantee of any delivery within the EBG Framework unless demand is identified, and funding has been secured. This ITT sets out the information which is required by the Council to assess the suitability of Bidders' experience, organisational and financial standing to meet the ITT requirement. In addition to this, quality, social value, and pricing proposals will also be assessed before any contract award is made.
