North Lanarkshire Council (the "Council") propose to establish a contract to provide a digital counselling service and online platform of support to ‘children and young people aged 10-18 years, and up to 26 for those who are care experienced’, strictly limited to the North Lanarkshire Council area. The Community Mental Health and Wellbeing Framework (“the Framework”) has a focus on early support for children and young people within the context of their families and communities. A key principle of the Framework is to provide support and services to which young people can self-refer. This shares the aspirations of the Promise, and the Plan for North Lanarkshire, focusing on co-production and support which is accessible where and when children, young people and their families need this most. Alongside this the North Lanarkshire Children’s Services plan 2021-2023 sets out mental wellbeing as one of its key priorities. . The tender process will include a range of selection and award criteria, with objective to identify the most economically advantageous tender. .
